This research did not locate a Belarusian statute specifically addressing non-therapeutic male circumcision, and could not independently confirm the country's precise legal position with high confidence — an honest gap, potentially compounded by Belarus's more restrictive information environment under long-running authoritarian rule, though this specific comparison was not independently confirmed. This research did not independently verify Belarus's female genital mutilation legal status either. Female genital mutilation is a separate matter and must not be conflated with male circumcision.

Belarus: 2,000,000+ killed during Nazi occupation (highest proportional civilian death toll of any Soviet republic); 500,000-550,000 Jews killed (one estimate: ~800,000, ~90% of pre-war Jewish population).

Minsk Ghetto = largest in German-occupied USSR territory, ~100,000 Jews at peak (pre-war Minsk Jewish pop 70,998, 29.7% of city); majority murdered by July 1942.
