Research note: Slovenia DEEP_BUILT 2026-07-09. Morris 2016 PMC4772313: 8.5% (confirmed 3-0) vs. an OLDER, DIRECTLY-SURVEYED 1999-2001 national study (Klavs & Hamers 2008, PMID 17881413) finding 4.5% overall — 92.4% Muslims, 1.7% Catholics, 0% other Christians, 7.1% non-religious. Both figures presented honestly, NOT reconciled (Morris may run high, or prevalence may have risen 2000-2016 — unresolved). DISTINCTIVE #1: Ljubljana mosque saga — permit first requested 1969, DENIED; revived 1990s, nationalist backlash, 2003 attempted referendum to block it, pig heads/blood left at 2013 foundation site; opened FEBRUARY 2020 (>50 years after original request, NOT 2013 as commonly assumed) — cost ~€34M, largely Qatari-funded. DISTINCTIVE #2: Slovenia Human Rights Ombudsman (Feb 2012) — non-binding opinion that ritual circumcision violates children's constitutional right to physical integrity; new legislation would be needed to change actual legal status, none followed — this is the ONLY legal-status finding to survive verification across this ENTIRE 5-country batch (me/mk/si/cz/lu). Legal status
UnregulatedSlovenia has no statute criminalising or otherwise regulating non-therapeutic male circumcision. However, in February 2012, Slovenia's Human Rights Ombudsman issued a formal, non-binding opinion stating that non-medical, ritual circumcision of boys violates children's constitutional right to physical integrity, and recommended that doctors not perform the procedure on this basis. This is an ombudsman finding, not legally binding legislation — new statutory legislation would be required to change the country's actual legal status, and no such legislation is documented as having followed. This is the only such finding to survive adversarial verification across an entire five-country research batch examined alongside Montenegro, North Macedonia, Czechia, and Luxembourg. Female genital mutilation is a wholly separate matter and is not conflated with male circumcision.
