Research note: Luxembourg DEEP_BUILT 2026-07-09. Morris 2016/2024: 2.4%/2.42% (confirmed 3-0). DISTINCTIVE: Luxembourg is the FIRST OECD country ever recorded with a majority foreign-born population β 47.3% foreign nationals (Jan 2024, pop. 672,050), 51.2% foreign-born (OECD 2024), 170+ nationalities. DISTINCTIVE (gathered via supplementary research, original claim did NOT survive adversarial pass): WWII Jewish deportations β pre-war community ~4,000 (3,500 native + 1,000+ German-Jewish refugees); 2,500+ emigrated 1940-1941 before ban; 674 deported 1941-1943 in 8 transports to Lodz/Auschwitz-Birkenau/Theresienstadt; only 36 camp survivors; 1,945 of ~3,500 pre-war Jews died overall, 1,555 survived. Legal status/harm cases = honest gaps (no statute found; not on ARC Law's list). HIV 0.3% (CIA Factbook 2020) β NOTABLY HIGHER than the other 4 countries in this batch (~0.1% each); World Bank gives 0.2% for 2022 (different year/methodology). UNREGULATED. NOT VMMC priority. Sources #1422-1429. This completes Batch 2 of the Phase-13 sprint (Montenegro/North Macedonia/Slovenia/Czechia/Luxembourg).
Research claims
Short, testable claims backed by evidence and categorised for clarity.
No structured research claims have been added for Luxembourg yet.
Legal status
UnregulatedThis research did not locate a Luxembourgish statute specifically addressing non-therapeutic male circumcision β an honest gap, not a confirmed absence of any regulation. This research did not independently verify Luxembourg's female genital mutilation legal status either. Female genital mutilation is a separate matter and must not be conflated with male circumcision.
