Legal status
UnregulatedNo Italian statute specifically prohibits or mandates non-therapeutic male circumcision. Italy's National Bioethics Committee (CNB) issued a unanimous opinion on 25 September 1998 holding ritual circumcision (typical of Judaism and Islam) to be ethically and legally admissible, compatible with Article 19 of the Constitution (religious freedom) and parental educational rights — while categorically declaring female genital mutilation ethically inadmissible under every aspect and calling for its elimination. The same opinion clarifies there is no legal obligation for Italy's National Health Service (SSN) to fund non-therapeutic circumcision. Italy separately criminalised FGM in 2006 (Law 7/2006). Female genital mutilation is a wholly separate matter and must not be conflated with male circumcision.
