Legal status
UnregulatedNo Djiboutian statute or decree specifically governs non-therapeutic male circumcision. The practice is near-universal among the Muslim-majority Issa and Afar communities and is unregulated in the absence-of-prohibition sense. IMPORTANT: Law No. 333/AN/09 (2009) criminalises female genital mutilation in Djibouti. This law is entirely separate from male circumcision and the two must never be conflated.
