Research note: Cuba DEEP_BUILT 2026-07-11. Morris 2016 PMC4772313: 0.11% (confirmed 3-0), among the LOWEST rates in the global dataset. DISTINCTIVE: Cuba has the LOWEST HIV prevalence in the Caribbean - corrected 2005 estimate 8.1/10,000 (0.081%) rising to ~0.6% current (2023-24, UNAIDS/WB modeled). Attributed to aggressive 1983+ testing/contact-tracing policy (proposed not proven factor). CRITICAL DUAL FRAMING (kept honest, not one-sided): public-health-success framing (credited with suppressing spread) ALONGSIDE a documented human-rights-criticism framing (1986-1994 mandatory HIV+ sanatorium confinement, internationally condemned, documented testing-avoidance by 1989 due to fear of confinement; ended 1994, replaced by 8-week educational stay).
