Morris 2016 PMC4772313: 51.9% — GENUINE UNRESOLVED OUTLIER (confirmed 3-0, but far below the ~90%+ typical of Muslim-majority countries in this programme e.g. Indonesia ~92.5%; conflicts with a coarser WHO ">80%" bucket classification, neither reconciled). Viral 99.9% social-media claims show crude undifferentiated bucketing (many unrelated countries listed identically) — NOT treated as credible.
